Maybe in the Air Force but definitely not in the Army. Its always Mission First, Family follows.

I think you may be correct since the Air Force has always emphasized quality of life issues over the other Armed Forces but it does sound like the other ones are leaning more toward Quality of Life Issues which I take as a good sign.
