These laws put the transgender community at vulnerability because it allows police officers to make bogus arrests to prevent legal transition. If, a trans woman is forced into sex work as a means to obtain hormones, then they are vunerable to arrests.

I do not believe it is strictly an arrest. They have to have been convicted, usually of a felony in most cases. There are many reasons one can not change their name due to arrest. It is for protection of victims and others who have or can be harmed by changing an identity. The National Crime Information Computer (NCIC) is not capable of cross referencing a name change. If a person has criminal sexual assault history it would bar them from teaching. A new name would allow then to teach again without scrutiny.

They allowed Prince to change his name to a symbol of some sort but a simple name change really.
