Travel from Mozambique is not allowed because of the new Covid variant although there are ZERO cases of the new variant there. What gives?

Are there a direct flight to there, or must you land in a hot spot to catch a flight to get there?

No direct flights, but not all their layover spots are on the list. A quick search shows flights stopping in Ethiopia and Qatar, neither which are on the new list.
And according to NPR, omicron was in Europe before South Africa reported their cases. And yet I see no restrictions on the Netherlands...
