Nothing funny here at all. Nope. Nothing. All is good. Carry on. Nevermind the "requirements" set by Congress - I'm sure those are just "guidelines" for THIS POTUS. Separation of powers completely intact.

It is congress that levies sanctions and the President approves them, or not.
An Executive Order sanction does not have the force of law behind it and can be undone by another Executive Order.

COL William Oseles Sir, didn't POTUS sign the sanction bill from Congress - essentially approving it and making it law? Isn't he really just not doing exactly what he signed a document saying he WOULD do?

If congress had the power to set rules that the President was required to enforce this might mean something , they might have the power to set rules, but they don't direct the President to enforce them. Therefore this article is hyperbole.

Susan Foster - The document he signed has certain requirements built in - that's my issue - are they "requirements" as written into the law, signed by him, or are they just "recommendations" that he can use or not as he wants?

He could have vetoed it, he did sign it so that if he wishes he can use it. If he chooses not to use it apparently he can do that. Something like the immigration requirements that congress refuses to take action of while sanctuary cities refuse to enforce "LAWS" that are on the books. Please don't take me as being anti-immigration, I am very much for immigration, "legal immigration".
