There's only one motivation to obstruct the President's proposed changes to Air Force One. It's the same thing motivating people to oppose everything he proposes or does. Malignant, hysterical, petulant, juvenile disappointment that the progressive march to fundamentally change America hit a speed bump with his election.

Add a $25 million refrigeration system?
Heck the plane needs to be painted anyway, a slight change in the paint scheme should not cost as much as being a cost overrun.
What? Is there a stockpile of AF One Blue that needs to be used up?
During regular extended maintenance paint is stripped from the plane anyway to check for body damage.
But the problem is that the scheme was devised by First Lady Jackie Kennedy. It is interesting that even though it had been less than 10 years since the Truman reconstruction and repairs to the White House that Mrs. Kennedy conducted a restoration redecoration of the same. I wonder what will be said when a future First Lady decides to make a major redecoration decision?

Or is this just a symptom of "Anything Trump is Wrong" or TDS?

I am rather ambivalent about this design, AF1 has been painted differently over past years and the decision was made by the President and First Lady at the time for future Presidents. Should the decision be made for the same reasons in the past, I see no problem with this becoming the new iconic standard. JMHO

IMO his proposal for the new look makes it look like an airliner.
