If the person's not a criminal or flagged in the system the background checks work great. When I go to purchase a firearm I don't have have a background check because of my CHL but every two years Texas DPS,atf and the FBI crawl all over me so I can renew it. The background checks work just fine what they need to do is somehow link it to mental health community.
