sounds good to me ... but the Congress Critters in the 90's made laws to prevent The Government from Negotiating Prices and trying to Lower Prices on the Rx Drugs...

You are exactly right. EOs can not supercede laws passed by Congress and signed into law by the president. That's the issue with the EpiPen, bureaucracy and cronyism.
