Yes thankfully Congress can't act on their own like the one party Chinese Parliament when it comes to changing a country's Constitution or Declaration. Bottomline, it was considered a bad joke by some; not an indictment of Constitutional illiteracy.

Some folks don't realize China was already on a path towards being a dictatorship. How else would you describe a one party government that had term limits for their leaders not for the benefit of the people but for the party.
