No, the state they are in was given the money, the state put them on Title 32 so they were under state control.

Are you 100% sure that healthcare is also provided for the troops in that title? Pay alone does not equate to healthcare.

This is not true! President Trump provided the money & or medical necessities to the States for their descretion by each state Governors... Military were under the jurisdiction of the states...
