While we do enjoy the freedoms outlined in the Amendments, there are certain areas that are sensitive and cannot be filmed w/o consequence. At the campus I was an officer at, we did not allow people to film the research reactor or power plant. At Minot, people were not allowed to film the silos (though good luck catching anyone doing that, or for the person filming to find anything worth knowing by doing this). In areas like this, it can be a security risk for those within the secure location.
Google Earth doesn't even really have specifics about some bases.

CPO Ronnie Townes WOW! Now there is a Challenge. Maintaining OPSEC without Infringing Rights, I'm a Retired Spook, Citizens Don't get to Know Everything. I've Worked on Nuclear Facilities, They Usually do an Outstanding Job using Tarps and Whatever and Making Sure everything is Done Under Covers and Centrally Located so the Public at Large Can Not See. If they are filming Off Base that is very touchy. Fortunately/Unfortunately We Don't Have an "Official Secrets Act" or the "Secrecy Law" like they have in the UK that would allow us more, shall we say Versatility in dealing with Situations Like this.
