U.S. Troops 'Can Do,' But Their Leaders 'Won't Do'

Most of the money problems in the services can be fixed by a complete overhaul of the military contracting process. As stated in the article, the F-35 was built and bought BEFORE THE AVIONICS SYSTEM was certified. This is but a small tip on a huge dysfunctional iceberg (remember the Army handgun replacement trials?).

As far as the leaders, I think there are a portion that will say yes we can, regardless of whether they can or not. They are afraid to say no to their bosses, or look less than 100%. But, I think there are also plenty that will not be afraid to tell the truth. It is the 90/10 rule...
