As I listen to this I can't help wondering "How much did We the People pay for this report?" Seriously. First, it's based on assumptions that anyone could cut and paste from the hysterical news reports appearing in most major newspapers and media. Second, it assumes that nations having an interest in the political doings of other nations is something new. (I'm put in mind of Tom Lehrer's song about US meddling... "...they need to be protected, all their rights respected, until someone we like can be elected...") Third, Rand opines that we need a "new" program of inter-agency cooperation. How do we achieve that? Create a new agency to consolidate their efforts, of course. Great! More bureaucrats, bigger government. How about we simply send a Thank You note to Russia for giving us a peek inside the corrupt doings of the DNC. You know, the people who meddled with the rules of the game as well as the results to keep the popular candidate (Bernie) from winning and insure the ultimate coronation of HRM Hillary.

So does this study focus on the action to fight against what it identifies - or does it struggle to identify what is to be fought? That was kind of what was hinting at... when did not give it more than a short review.....

"Hybrid Warfare" has been the latest catch phrase describing hostile actions over the last few years. Folks talk like its a new thing. However, technology aside, the strategies being employed have been used many times in history.
Its amusing to me how history repeats itself, over and over. And yet, some of these "experts" act they just discovered something new.

It is much cooler to say hybrid warfare than FID... and yet the defensive effort is FID and totally agree on catch phrase term (for funding) aspect....
