The US has had international election monitors since 2002, through organizations like the OSCE. We are a part of the OSCE, and the OSCE has monitored elections of member states including the UK and Germany as well as some of the less developed countries
Of course, this post is from RT, which is Russia's official English language propaganda arm. This article suggests that a Russian only organization simply said they wanted to monitor our elections, and we said no. But given that it is RT, that may or may not be true at all.
But the bottom line is that the US has already had foreign election monitors, as have other "modern" countries. It's not just for banana republics anymore.

interesting I was under the understanding 1500 to 2000 UN election monitors were going to in place to watch the elections
