How is diplomatic immunity a "loophole"? It's a loophole for someone who wants it to be a loophole. These are terms worked out between the US mission, US ambassador to the UK as chief of mission and the UK government prior to setting up shop. These are longstanding agreements. Do some research and see how many people here from foreign missions have the same diplomatic immunity. Recognizing and then upholding diplomatic immunity has serious implications. Imagine being in a hostile country who suddenly uses your diplomatic personnel to sway your policy by charging them with domestic crimes. Who would go overseas and reside in a host country if they were subject to actions like that? You can't claim diplomatic immunity if you haven't already been granted it. The host country grants it.
