Don't remember where the statement originated from, but appropriate. "Wars are not caused by balance of power, but imbalance of power". When do we cause an imbalance of power?

MSgt, I think that is a stretch. Even with "only" 1600 weapons, we have more than enough to recreate the Ice Age twice over. Having them as a first strike was always held with scorn. No one wants to do it. Now if through modernization we could get more bang for the buck, it would make sense that we'd need less. But if the AF is in charge of this mess, then it'll be another 100 years of them talking about what they want, hiring a firm to do the work, and paying that firm four times what the original price of work was. And we'll "loose" a nuke or two in the process and have to send folks home for cheating on their tests.
