All the services have experienced a SERIOUS reduction in OMA (Operations and Maintenance Accounts) because of sequestration. This is impacted TRAINING and MAINTENANCE for several years now. (Since 2013). Maintenance Officers can't buy parts. Systems are deadlines on the air strip and in the motor pools. ONLY three (3) of the Army's 46+ Brigade Combat Teams (BCTs) are fully mission capable and "GO NOW" ready. Planes and vehicles are being cannibalized for parts and "hanger queens" are being created in both aviation and ground transportation. Some of those "hanger queens" will NEVER be returned to FMC (full mission capability) and will ultimately be a loss to overall mission capability and be disposed of. This is what "continuing resolutions" AND sequestration has done to our forces all because congress refused to approve a Defense Department Budget without a whole slue of political poison pills or other political agenda items.

Sounds like either a lack of proper maintainence, or equipment issues.
