In this case, this isn't an action that is being done in order to get additional federal money to pay for the local needs that the local government was well aware were likely to arise but which the local government didn't make any provision for because to make provision for needs that they knew were likely then they would have had to raise taxes and that would have meant that they weren't going to be the local government any longer.
