The reason that most working dogs are acquired from breeding stock overseas is because they are bred to a different standard. The dogs in Germany, The Netherlands, and other places raise working line dogs. Those that have higher drives to do work, better health in general as the breeders monitor the breeding stock, have them tested and examined before breeding them and are more selective.
The US just throws any two dogs that resemble the same breed together, let them breed, register them with a breed organization and if they look pretty in a show ring they call them Champions. %98 of those dogs when tested for working wash out before they ever get out of a shipping crate.
If the Senator wants American Bred dogs to be used, then he needs to first address the availability of suitable stock, which is in short supply.
