I don't think that the AGM-88 has any limitations. I guess it's time to update electronics and make the air frame short enough to fit in the F-35 bay. The AF used to fly the AGM-88 as well. I don't know that it it's a Navy only platform, so it could work in the F-22 as an upgrade of capability.
