On my first ship in the late 60's the CO handed out bread-and-water in the brig for drug offenders, but the crew did not consider it abusive because the rest of the command structure functioned normallyl. While commanders have innovative and creative ways of punishment, there is a law that stipulates how offenses are to be treated in the uniformed services. Even inmates have rights under the law and; the uniformed services are under Oath to uphold and defend these laws.
I am not an attorney, but legal provisions should be our strength, as leaders.

I believe in abiding by the law, unless it is a controversial rule that has a double edge to it. In such cases, I would seek clarity prior to exercising any adverse action.

Never would have recommended it. I always told my CO that I had bilges that needed cleaning for any sailors that were problem cases. Never took them long to right their sails after that...
