No. First, watch the full video, not the clips that certain media want you to see. Second, realize this is not a journalistic interview. This is a loosely scripted PSA where the administration cooperated with a street-level PAC devoted to encouraging the Latino vote. His answer is key. He starts with "Not true..." because he's expecting a true-false question. But she had failed to follow the script.
You can see how it’s edited to be fun, lighthearted, and appeal to young Latinos. There’s even a funny little phone call from grandma at the end. The audio from grandma is fed into the tape.
The purpose of this little skit is to alleviate the fear that Latinos have about voting. Obama tells us the bad history of voter suppression, and assures Latinos that, although there is a lot of propaganda circulating trying to keep them scared of voting, if they show up, they can vote.
But she blew it a little bit with her free-wheeling informal style.
Notice his answer started with “Not true…” He was expecting a true-false question, but she blew it. Her question isn’t even a real sentence. She asks the question using a piss poor quasi-sentence: “Many of the millennials, Dreamers, undocumented, ah, citizens, and I call them citizens because they contribute to this country, are fearful of voting, so if I vote will Immigration know where I live, will they come for my family and deport us?
She included citizens and non-citizens in the question. Weird. I suspect she should have communicated better by saying: “Many undocumented people are worried that the voting rolls are used by ICE. If the citizens in my family vote, will the undocumenteds be discovered and deported?”
Obama, of course, is not encouraging illegals to vote. Look at his answer: “Not true. When you vote, you are a citizen yourself…if you have a family member who is undocumented…”
His answer is assuming you are a citizen with a family member who is undocumented.

You know, I was expecting that the story would be introducing something the President said out of context, but there is no doubt the reporter was referring to illegal aliens (whatever language she wants to use to hide that fact) illegally casting votes. And unless the President is stupid (which he isn't), the only appropriate response was "Well, only actual citizens have the right to vote. Those here illegally in this country, whatever their circumstances, are prohibited from voting."
It does support why the left wing refuses to acknowledge widespread and organized voter fraud: It's not that they don't believe illegal aliens are voting; they just refuse to accept that it's wrong.

SPC Kevin Ford - So to be clear, you think he misunderstood her very clear question about whether or not illegal aliens should fear voting out of the reprisal of being deported?

COL (Join to see) - I think he realized after starting to answer the full implications of what was being asked and then course corrected.

SPC Kevin Ford - To be clear the entire conversation before and after was people being scared to go to the polls due to the political environment, not due to illegal status.
