The American "Civil" War (oxymoron) didn't start with warring on the population the way it ended. I'm referring to Sherman & the march to the sea, not implying he meant to target & kill civilians.
WWI didn't start as a technological war.
WWII was always a war of national survival. But nobody saw it as the end of the great empires. We are still experiencing the side/effects of that. All those artificial "national" boundaries drawn by the imperial masters are starting to crumble. Just look at the middle east.

WWI ended half the existing great empires if we had stayed out of it it might have had the great result of destroying all of them.
WWI was always a technological war, it just to death on a mass scale for the Generals to realize it, The same happened with our Civil war when Generals tried to fight a Napoleonic war with weapons that made that style of ballet obsolete., With Pickets Charge and the battle of Franklin being clear examples.

WW1 brought an end to most of the big empires like Prussia, Austria Hungary, Ottoman and Russian Empire just to name an obvious few. WW2 brought the final end to the Domination of old Empire with British ceasing expansions dn surrender of many territories after the war. France tried to regain some but was unsuccessful wether by intention or design it brought upon the end to the dominance of the old Monarch empires because by that time monarch had already surrendered much of their power and authority and all powers gradually adopted more modern forms of Government.
