The VAs problems seem to be accumulating with this attempt to create a new records system. What bothers me is that Shulkin decision to use the new system was based on consultations with Jared Kushner's office and the statement "The president wants to make interoperable health records available for all Americans."
They never even spent time in test mode and/or the "sandbox" to see how it works and clean up any glitches. When we were installing an ERP program at work in 2007 for Production, Inventory and Warehouse control, I spent close to 3 months in test mode for each module before we rolled them out one by one. Even after roll out we still encountered some minor fine tuning.

The VA is still in a preliminary phase and is not close to beginning implementation. I'm not downplaying the issues they are having, but this is the DOD side of things that is having the difficulties, not the VA. There was a lot more involved than a meeting with Kushner and a statement from the President. They have been reviewing options for a new health record system in the VA since before Shulkin was Undersecretary and Trump had considered running for President.
