What Does The ATF's Latest Bump Stock Comment Mean?

I have an opinion about this that a lot of gun owners are not going to like.
.
HERE's my opinion:
If a mechanical part makes a rifle or pistol go PEW PEW PEW then the owner needs to be subject to the same requirement as a person currently buying or owning an automatic weapon.

WHAT to do about those that already have them?
1. Everyone has to abide by the same requirements for use/storage as those that now have automatic weapons.
2. Waive the $200 fee, but require they register with local law enforcement.
3. If they have a CCW, waive the investigation.
4. If someone has one (but not outside the privacy of their home) but doesn't register - leave'm alone, leave their property and family alone too.
5. If someone does use one against someone then its on them to defend their actions. If their action was in defense of themselves, their family or their property then treat it the same as with a regular semi-automatic weapon.

SHORT BIO: I own weapons, I shoot weapons at competitions and I enjoy hunting.
Currently automatic fire weapons require a very through FBI background investigation.

SFC Ralph E Kelley - As far as practice rounds? The last several years - zero. I have been out shooting a couple of times and still able to zero the rifle in 10 rounds and drop it in the bull for 9 out of 10 at 100yds - iron sights. Shooting at a 1" x 1" swivel target at 25 feet with various small round pistols I rarely missed. Marine Corps training has stood me well all these years. But that is different than a pop-up or course run. I would not do as well there and would like to drop about 5,000 rounds to gain proficiency. (i.e.: At least 100 times through it.)
One day (soon I hope) I will be in a place (wallet-wise) where I can purchase a couple of hand guns and an AR-15.

I think I found the ones I knew about. The unfortunate thing about semi-auto vs bolt action is the ability to "game the system" with external modifiers. A little loss of accuracy, not a big deal for someone not expecting to walk out alive anyways.
