Where do information operations fit in the DoD cyber enterprise?

Within the Air Force I have watched the hard work to build IO into the doctrine with the three disciplines (Cyber, EW, and Human Influence Ops), only to watch them ultimately keep them separate. I spent a significant amount of time assisting then BGen Webber, the Air Force's first 24th AF (Cyber NAF) commander, as he built the future proposals for AF IO. I have to give him credit as he anticipated the AF would never accept pulling out the EW and Psychological Operation platforms from Air Combat Command and AF Spec Ops Commands to integrate them with cyber. His foresight was completely accurate as the new NAF (24th AF) was formed specifically for Cyber and to date I have seen little to no collaboration with the other IO disciplines. within the AF.

Mac - that is center mass of what I am talking about with stove pipes... and it plays out with there being no integrated ability to plan, act or respond to any enemy that figures out the way forward before we do.. And to get there will take a SR Leader with vision that understands war in a very different version than most now do. It is that same bureaucracy turf battles that will wage the fight over ownership of resources vs understanding that they are limiting or capabilities and impeding our very effectiveness.
