Well COL Mikel J. Burroughs if the pages are not overly redacted they might include Saudi intel and other officers who may have secretly supported al Qaeda or other Wahhabi doctrine radicals. If that is the case it might be a good thing to let the Saudi's clan house.
The papers no doubt include high level accounts of what the Clinton and Bush administrations were informed about as the intel community tried to make sense of what was coming in. remember that was before intel was realigned and there was competition within the 17 or so separate intel agencies.

Well, lets see. Turn it around a minute. If I were the Saudis..and I agree they probably know what is in the document...when would I least want the documents to be released to the international groups? Hmmm...? If Obama's cabinet released it to the world now and he is going out of office soon...and the Saudies know his foreign diplomatic background...it would give me (the Saudi government) time to readjust my politics before a more proactive government response is likely. That readjustment might be to cut off the terrorist build internal to my country, or provisions that fund them. If the Americans release the documents after the new government leadership takes place I (the Sudis) might feel I have to take more drastic measures to keep my fanny out of the fire because someone is likely to put it there quickly! Lets pander a bit!

If the report "clears" the Saudi government (which it could do even if it found that INDIVIDUAL Saudis were involved), the Saudis are happy (because, even though it isn't what their "base" wants to hear all you have to drop a couple of "wink, wink, nudge, nudge"s and "everyone will know" that they completely duped the Americans). If the report says that the Saudi government was involved (which is a possibility [but of a somewhat lower probability than that the Saudi government was not "officially and directly involved"), the Saudis are happy (because that is what their "base" wants the situation to be.
