This is because the Army approaches leader development in a piss poor manner and is a symptom of why there are so many shitty NCOs in the Army. Other branches tend to nurture leadership abilities and experience from a much lower rank. The Army is the only branch, as you know, that has two ranks for the pay grade of E4. If the Army were to view E4s as NCOs, get rid of the pointless Specialist rank, and develop leaders over the long term, The Army and everyone in it would be better for it.

It was a culture shock when I switched from the Marines to the Army how little responsibility specialists and sergeants were given. As a Marine senior Lance Corporal i was a squad leader and when I picked up corporal I still had my squad but there was also times I was required to fill in as platoon Sgt. As a Sgt in the Army I was knocked back down to a team leader a position that in the Marines is filled usually by a lance corporal but sometimes a pfc

Reason they are so many shitty NCO's they promote too damn early. Takes a good 5-6 yrs to make a good Sgt.

When I made specialist, I had the responsibility of a nco without the authority. I can sign for over $25 million in equipment and be responsible for 23 soldiers but, I couldn’t handle “nco” business

I dunno, I found it to be a pretty good rank, enough to get out of shitty details, not enough to be put in charge of shitty details.
