What this video fails to address is the root problem: California, like the Soviet Union, is a one-party state and like the Soviet Union, will fall. What could save it? Only one thing. The voters of California have to mount an effective opposition. Don't like the Republicans? Me neither. But, it's the only other game in town and if you have issues with it, change it. Yes, I know. The Democrats have control of the election system in California (and are working to take control of it in the entire US with HR1). But, if you can't fix a political party, how can you expect to fix a state?

It’s a beautiful state and was a fun place to live in the early 1970s. I had a long TDY to Mather AFB outside Sacramento to attend the AF Electronic Warfare Officers’ course and enjoyed being only 90 miles from Lake Tahoe and San Francisco and loved the trout streams that flowed under Highway 50; Strawberry Lodge was a good place to stay and very inexpensive at that time. But they were aggressive in their enforcement of their state income tax and I left the state only two steps ahead of their tax collectors.
