Well, of course he's paranoid. All good totalitarian egomaniacal despots are, or they wouldn't last long. He's also delusional, with a very serious and sincere god complex. So when the Army COS suggested maybe holding off on the next nuke test or ICBM launch, just until, you know, the rest of the world loosens sanctions a bit...he didn't evaluate the merit of the suggestion...he did what any angry 3-year old with absolute power would do.
