Yes - absolutely yes. I remember thinking 'you know what there isn't enough of in the military? Back-stabbing and credit-grabbing...'
This would totally fix that.
Actually...not a terrible idea, if they also implemented a 360 degree ratings system.
Officers/NCO's get rated by their superiors, their peers, and their subordinates, so the commander gets a better idea of what's REALLY going on when they're not looking.

There used to Be a Pay incentive referred to a Pro-pay or Prophecy Pay... and it was given to those who were a cut above and scored on tests and showed they were worthy of a Little More Money... But it was done away with as it hurt the feelings of the less proficient Troops... the ones who sat on their Buts and complained...
back in the day, $75 a Month was really good extra Pay... we were only getting about $380 a Month as a SP4

That is a good action, the government was probably like...a majority thinks it is unfair and it will save us money, lets get rid of it!
Although, with this new Army, perhaps we could make it so it wasn't so judgmental with the opinion rated NCOER. Win the NCO of the Quarter / Soldier of the Quarter OR...Score a 40/40 at the Range AND 300 on your APFT...create a bonus for that soldier at reup time? Even an extra 1000 dollars, coin it the Pro-Pay and call it a day.
