This is good in case some Civ ask a stupid question.... It was probably good since the Chinese are all over Africa getting raw materials for their manufacturing.

Actually AFRICOM was started while Bush was President and made into a fully separate command shortly after Obama became President.

SSgt GG-15 RET Jim Lint - Your assessment about the Chinese though is pretty accurate. But then again that has been an ongoing issue for some time, I was just surprised that the Chinese base/port in Djibouti came as such a surprise to so many people in the US and US Government, when it was under discussion in RallyPoint a while back.
One thing that I have not been able to figure out is how big of a contingent that the French still have in Djibouti.
