oh for the love of all that is holy, the SS ship sailed long ago, LBJ fucked us all back in the 60's by making it part of the general funds, which then could be borrowed against, in which our lovely Congress approved. The payroll tax exemption was always temporary as a means to help Amewricans through the Covid crisis. this is absolutely manufactured outrage.
