I believe the United States when it says there has been no increase in capability on the Russian side of the Nuclear fence. I think Putin is exaggerating prior to a National election in an attempt to appear strong as sanctions sap his country and drag it further behind the rest of the developing world.

SSgt GG-15 RET Jim Lint - March 1st of 2018. They also stated the tests of the new missile were unsuccessful and that two of them had crashed prior to reaching their target. Even if the worldwide cruise missile was real the Nuclear Reactor on board would not leave much room for a warhead which the Pentagon then estimated would be small. This entire Russian charade of a improved Nuclear aresenal is because the elections are approaching in Russia and it bolsters Putains strongman image. Also they are upset at the Trump administrations policy paper released in February which stated or implied we would have a lower threshold of release of Nuclear weapons in a conflict. So Putin is trying to scare us away from that idea with illusionary weapons, some of which are still not operational or some that have not been deployed yet. The Pentagon also went on to openly wonder why he is so worried about our Missile Defense system as it is too small to handle more than one missile at a time plus it is easily overwhealmed by the sheer numbers on the Russian side with a first strike and counter strike, it would be largely useless against a full exchange.
