Also they are upset at the Trump administrations policy paper released in February which stated or implied we would have a lower threshold of release of Nuclear weapons in a conflict. So Putin is trying to scare us away from that idea with illusionary weapons, some of which are still not operational or some that have not been deployed yet. The Pentagon also went on to openly wonder why he is so worried about our Missile Defense system as it is too small to handle more than one missile at a time plus it is easily overwhealmed by the sheer numbers on the Russian side with a first strike and counter strike, it would be largely useless against a full exchange.
