LTC Eric Udouj sounds like they are suggesting a modified version of COIN. I think the whole issue stems from so many various tribes that just don't get along w/ one another. Sure, you may find a city that generally gets along, but the vast countryside still holds true to the tribal nature that Sykes-Picot tried to ignore, thinking that everyone would just fall into line.

It's already confusing who the good and bad guys are. A bad situation that leads to people getting caught in the crossfire. Add black uniforms for US to the equation and it's just one big kill zone. Plus there's no uniformity of alliance. One day Russia bombs the rebels, then they fire missiles on ISIS. All the while threatening to shoot down US planes. Very bad situation.
