It would all depend upon the command climate set by the lead service in the conflict. Some commanders are more strict about awards than others, especially where contact with opposing forces is NOT involved.

I was in Iraq after the Combat Action Badge came out and they were giving them out like candy. Some of the citations were IMHO, quite questionable.

Now I'm no expert on air combat, but I can say that pilots have a lot to do just flying those machines let alone engaging hostiles. I would like to think that command would use due discretion in determining what actions were medal worthy and award pilots accordingly.
