People wear flight suits who have no responsibilities for actual flight that day.

If the individual flies on a regular basis, even if they aren't flying that day then they should still be allowed to wear their flight suits. It's their uniform and I would be willing to bet that even if they are supposed to most flyers don't maintain ABUs, at least not the required amount. They have put the time into earning their right to wear the flight suit, I know if I was a flyer I would wear it as often as possible.

There are some who probably shouldn't though. An example I can think of from here at Whiteman would be General Tibbets. Although he does fly occasionally still while he is performing his duty as commander he really doesn't need to wear the flight suit. He's generally wearing ABUs anyway but that was the best example I could think of. Another would be my recruiters supervisor. He would frequently wear his flight suit even though he had no reason too. Granted it was probably one of his recruitment tools but still, unnecessary. If you fly more than anything on a regular basis then wear your flight suit. If you are working staff duty more then wear ABUs, blues or whatever your command directed UOD is.

It depends on the service and is loosely enforced even then, but most of the time flight suits are only supposed to be worn if you have flying duties that day.

I see where you are going, but the ground services where Utilities/Fatigues/Cammies when we are unlikely to actually be doing work that requires it during the day.

Although that specific person may not being flying, if the UNIT is conducting Flight Ops, then a flight suit "may" be an appropriate Uniform (maintaining Uniformity).

I can understand that within a flying unit. But, I have seen officers nowhere near a flying unit wear their flight suit.
