No, this person is messed up. You don't need a 2nd ribbon until your tenth award. Assuming the individual has no VCR devices, which it doesn't look like, here's an example chart.

CPT (Join to see) - You can clearly see 4 oak leaf clusters, and 4 is the maximum amount of appurtenances that can be worn. If he DOES have a 5th item on the ribbon, then he's still F'ed up like a football bat.

SFC Michael Hasbun - When I zoom in, I see three OLCs and something different to the left. Whatever it is, it's separated slightly and doesn't look like another OLC to me. My eyes aren't as young as they used to be though.

Yeah, wouldn't it be just one silver oak leaf? Unless there is a "V" hiding out on the left side that I can't see.
