"Humans have both more say and less control over the effects of the technologies they interact with than is commonly assumed. A curious feature of contemporary techno-politics is how preferable it is to view technology at its extremes—either neutral and the instrument of good or bad actors, or deterministic and a force in its own depersonalized right. The truth lies between these poles. Technology is never neutral—it has an agency of its own, often more alien and inimical to human agents than popularly conceived. At the same time, digital technologies in particular host certain fixed conveyances and obstructions that channel, constrain, and magnify aspects of human agency while excluding or sidelining others. The upshot is that rushing to deploy and scale technological regimes is fraught with unpredictable implications. "
