After that a to-be-unnamed-but-remembered CSM instructed all his troopers to attend to the matter one Saturday night. When the PD showed up they were met with a solid wall of NCOs and the CSM informed the PD Captain, "It’s out of your Jurisdiction. Remember?"

Am I interpreting this correctly? Troopers = soldiers? CSM led NCOs in defiance of police? If so, what we have here are hooligans v cowards. Shameful.

This isn't something being rolled out to the users. The ability to post anonymously is something that is being looked at, but it's nowhere near being ready for primetime.
It's a glitch and is already being tracked down.

CPT Jack Durish that kind of thing used to be more common than you would think. Oddly enough I don't think there is (or was) a name for it in the Army, but look up Dungaree Liberty for the navy version.

Yep - the anonymous option is available now, but as soon as RallyPoint rolls back the update it will disappear.

there is no such thing as out of jurisdiction when you have an police officer down or a soldier down you all back up your people weather they wear a badge or a military uniform.
