Senior Chief I noticed you're stationed in Bangor. I was wondering if you could tell me about the base and what kind of ships are there. I'm in OS A school right now and nobody here seems to know anything about it.

http://www.caloes.ca.gov/ for all your EM needs, after trying this then go to FEMA.gov if you need more.

I might not hurt to volunteer your time with a small community and act as their emergency manager or advise the mayor or whomever is currently filling the role. this will give you actual experience that you can put on a resume.

Check if your county or state has a Community Emergency Response Team (CERT) program, if not help start one. CERTs are an amazing asset to give the local EMs a force multiplier and help bring EM mitigation and response efforts down to neighborhood and individual levels.

could also enroll in an EM degree program, I did mine through western carolina univ, entirely online. Also, for information regarding EM check the Cal OES website. California is the epitome of EM, they write FEMAs doctrine a lot and have even written national plans for other countries. They're my go to for references, they invented the CERT too!
