Here at Fort Eustis, the sounds for the start of the duty day and end of the duty day, have not played for the past 5 months. I have had my platoon saluting even with no sound or flag visible. I have referred to AR 600-25 and AR 600-20, but I can’t find anything on what to do when there is no sound at all.

I had the same issue in Korea. The Audio system was intermittent. So we simply rendered honors at the appropriate time. If you know it's happening, the fact that you can't hear it doesn't absolve us of our responsibilities to render appropriate honors, especially if you're at the head of the formation.
It's an important lesson for the young'uns. Integrity. Doing the right thing, especially when your formation is looking to you for guidance ;o)

When I was serving, I did, every morning on the way out to my car at 0630 I salute the flag that's in front of my house before going to work SSG (Join to see)

Yes. I've been in formation when we couldn't hear the music and we still saluted at 0630. I haven't had an end of day formation since 2009 though.
