Maybe it means that the United States Air Force and navy is finally getting the spare parts that they need since during Obama's sequestration era, 40% of the planes were grounded due to lack of spare parts.

Navy was not hit as bad but we saw the extension of certain aircraft like F18C well beyond their service life and since then they are living on borrowed time.
