I don't know how to feel about this. This could lead to people whom are retired being charged with war crimes 30 years after the fact. I say make a system that transition military crimes to the civilian world. Can you imagine that private you pissed off 15 years ago that went green to gold in JAG .because you had a bad day, getting you charged with a crime (Of any sort) and put into the mil. prison system as a old man. Yes, there are a** holes that will do to. They will do that shit just to get them another rank before they retire. I think once you retire, you retire. Now charge this guy as a civ.

It could also be for more than just something that happened while in service. Military retirement is not like civilian retirement. Retirees can be recalled involuntarily. I haven't really researched it out, but the understanding when I enlisted was that if for some reason other than medical made you ineligible for recall you could lose your retirement pay.
I would disagree with you about having a retiree tried in civilian court for a military charge. Since so few civilians have any contact with the military I would not trust them with judging someone for a military charge.

CSM, recent Naval trials have also proven that the Military judicial system leaves a lot to be desired in the 'trust' category.

The guy was in the fleet reserves and was caught by ncis for trying to have sex with what he assumed was a 15 year old girl. Fleet reserves means hes getting paid to stay in a position of readiness in case he is needed for active duty service.

In my opinion, if the offence occurred while you where active duty or fleet reserve then you still fall under the UCMJ. But query the exception of capitol crimes or felonies I think there should be a statute of limitations

They should be court martialed if they committed the crime while under military jurisdiction.
