But to address your question, in the event of war, Non-combatant non-Korean native personnel would be evac'd relatively quickly. I wouldn't foresee a travel ban.

North Korea doesn't let its people out now. In the event of a war they definitely won't let anyone out. Those people think the world outside of North Korean borders is some kind of terrible place anyway so I doubt they'd make an effort to get out.

No, they don't think they have it good in NK. The military have it good, the government has it good, the citizens would rather leave. Although NK forbids unauthorized exits, that doesn't mean it doesn't happen, it just happens in the most roundabout way. It's dangerous and expensive, so it's out of the question for most, but those who can afford it risk death for them and three generations of their family. They are not so brainwashed that they don't realize they're suffering. You just don't see any negativity about the government because they're killed for the smallest infractions: having an extra serving of rice, watching a western movie, not crying hard enough at Kim Jong It's funeral. Whole family lines can be exterminated over not pledging enough love for "Dear Leader". Seriously.

SSG Jessica Bautista - Its hard to imagine people living under those conditions but that does describe it. People in North Korea as I understand it can't even travel from town to town without permission from the government. The invasion of the everyday lives of people and rule through absolute fear by the "Dear Leader" is pretty disturbing. Seems even the people who are in leadership positions in North Korea have to watch themselves so they themselves won't be killed. Even tourist can't wander, they can only go to approved places and be escorted and only shown what the Government will let them see. The contrast between North and South Korea couldn't be bigger.

A good question to ask, but any war with Korea will be short lived. The North's "tech" is mainly boots on the ground. They could overrun a Southern strong point or two, but the allies have had years to dig in, register fire, etc. Southern artillery would funnel them into kill zones if the USAF didn't get to them first. I'm sure we already have subs and other tech assets close by. One of the big war planners in the 80's (I believe Norman Polmar) surmised that once the border opened and the Northern troops ran into their first full scale bomb-beating, the Northern civilians would flood the roads enmasse like the European refugee's during the 1940's Blitzkrieg.

Should that happen, Northern efforts to reinforce destroyed/cut-off units would fail. Too many starving Northerners would bring any Northern military effort to a halt if not a slow crawl. And we are too successful in aerial killing (Desert Storm, etc) for you to be on the road doing anything other than attacking us. I give them a week at best. PacFleet SSGN's would Tomahawk their missile facilities to death. Navy DDG's have enough missiles to take out any nuke they launched. And Army Apaches and Marine Sea Cobras would bring the rest of the thing to a "made-for-tv" close.

Unfortunately, Seoul is within Artillery Range of North Korea, any war other than a US Pre-Emptive Strike would be absolutely devastating for the citizens of South Korea. NK doesn't have much but they have plenty of inaccurate artillery pieces.

South Koreans would be welcomed, there is plenty of information to properly vet them, making it very difficult for north Korean plants to hide among them, the same cannot be said about Trump's Ban on Iran or Syria. We have a long and strong relationship with South Korea American acceptance of South Koreans would be very quick and comprehensive.
