What's the process to change states and VAs for fully disabled vets? What organizations support disabled vets with rent/living expenses?

My bestfriend lives in N LA and wants to move to TX, he's fully disabled and were trying to figure out a 2 part question, how does he move from LA VA to TX VA and are there Non-Profits/Org that assist Vets long term with basic living expenses like rent, utilities ect. since he can't earn an income. Also are there any loop holes he can take advantage of if he wanted to eventually work?

To change to a different location, tell your friend to talk to his health care team leader, talk to the patient advocate at your VA medical center* and let them know when he's moving (don't forget to update his information in eBenefits!).
Regarding who organizations there are that can help vets in Texas, the best one to direct that question to would be the Texas Veterans Commission* as they would have the visibility of most, if not all, of the non-profits and other organizations within the state that help with Texas veterans (ESPECIALLY the ones that the state gives grants to to assist veterans) as well as all the different state programs that disabled veterans are eligible for.
I can't comment on any of them, but Great Nonprofits* maintains a pretty extensive lists of non-profits (since they can add themselves) - just adjust the filters and location to see if there are any in the location he's going to.
As to "loop holes", I assume you're asking if there are legal aspects that few know about rather than "can I do this and they are unlikely to find out?" type of things. VA Disability is not dependent upon your income or employment unless his 'fully disabled' status is because he was given Individual Unemployability (IU). If that's the case, then no, there aren't any loopholes of IU, however there are lesser known criteria about the money you can earn.
Lastly, if you friend is unable to work, then he should look into filing for SSDI from the Social Security Administration (SSA). If you are rated as 100% P&T from the VA, then the SSA will prioritize the application*. Note: 100% VA disability does not mean you WILL get SSDI. Separate systems regarding your application for disability benefits.

* Income limitations on IU - You can have 'marginal employment' which can be determined objectively (income below the federal poverty level (FPL) which is $14,580 for 2023) or subjectively (you'll have to convince the VA of this .. job traditionally held by older or disabled persons, receive extraordinary accommodations at work, self-employed but you can show a significant decrease because of disability, etc). For the subjective determinations you will have to have a very good set of facts on your side if you're going above the FPL.

Thank you sir, I appreciate the response and information. Were in the pre-stages, with an expected transfer of 2024.

I moved States and all I had to do was register at my new VA. I went in and had my information updated to reflect my new location
