I saw this today on the Fort Jackson Lemon Lot and I had to share. Side note, what on earth kind of vehicle is this? But yes that is a PT belt strapped to the back.

Oh, I am sure that in your 670-1 the proper use of the reflective belt is described in painful detail. And if you really looked hard, it would likely relate that use upon a civilian vehicle is prohibited.

It appears that the truck is a three wheeled vehicle. Perhaps the PT belt makes the whole vehicle safer to operate. Maybe insurance companies should grant discounts for the all mighty PT belt.
