How do you think it's wrong? The people this is affecting, those with over 16 years, have had over 10 years to transfer their GI Bill. The transfer is a tool to encourage retention period when it was introduced those who are still in the army and had too much time in to meet the 4-year obligation were waived. For 10 years the Army has made the opportunity available

Sorry to hear you didn't understand it, doesn't change the fact that it's been available to everyone for 10 years.
In the Army we gave briefings every single quarter for years when it was introduced.

I was told that I could pass on my GI bill benefits to my wife or daughter?
I don’t know anything about it. What’s the deal? Please any info...

I don't know buddy, just saw the article and wanted to pass info. My guess is that your educational officer or NCO will have the actual message that lays it all out.

You are correct. Although this is the VA's page on it, it's pretty much the same for all the branches. You should check with your local ed ctr or your first line being I'm not sure if you're AD/R/NG and things could be slightly different with the components.
