What should my NCOER include after going TDY en route to a new duty station, but instead being sent right back to my previous unit?

A few months ago I went TDY enroute to my next duty station. I completely cleared post and had my NCOER signed off. After successfully reclassing completing the course, my orders were rescinded and I was sent back to my previous unit. My command and I believed that I would receive orders in a few weeks but it ended up taking 3 months. Now my command wants to give me a new NCOER for the 3 months plus the TDY. My questions are, what should be included in the NCOER, will not having much look bad, and will a letter of continuity be sufficient?

Letter of continuity would be my advise. You were at school and on TDY for part of the time, making those non-rated periods. It is unlikely the rating time periods are met for your rater or Sr rater.

You should have a 1059 that covers your time in training.
Lastly, a short NCOER like that will not reflect bad on you. You can't do nothing when the Army makes drastic changes like in your situation.

SSG (Join to see) are PCSing to another installation or are you are moving locally?

SSG (Join to see) you will still need a NCOER to PCS. Now, don't worry so much about it. NCOERs will be more critical to your career once you make SSG.
Lastly, CSMs that look at your records will see that 1059 in your records and the non rated code on your NCOER, which allow them to put 2 and 2 together of why your NCOER looks generic.
