What is the most appropriate way to report that my chain of command is trying to adversely impact my evaluation report? Normally I'd take it up the chain of command, but in this case, they are the problem.

First of all make sure you got all your ducks in a row. You need to have as clear evidence as possible about your charges. This is the reason the military has an IG. Get everything in line, make your appointment and talk to them.

Anonymous, your rater and senior rater ARE in your chain of command, hence they exert influence on your evaluation. BL: if you find there is a disconnect between what is written in your eval versus your periodic or episodic performance counselings than you should state so to your rater and SR. Go next to the IG if unaddressed. If periodic counseling was not done ... well, that would be an obvious disconnect to discuss.

It is the job of your chain of command to do the evaluation. Just exactly how are they negatively influencing it ?

It could be that the Senior Rater is trying to influence the Rater's portion of the evaluation ("Revise your rater portion to make it more negative"). That would be an inappropriate form of command influence.

CPT Lawrence Cable - One could also have the chain of command intervening to protect a soldier that a rater or senior rater thinks has been subpar ("Remove that negative content, or else").

LTC Kevin B. - What I have personally seen is that the Senior Rater intervene to at least negate the effects of a bad rater. I had a Company Commander while with the Ohio Guard that managed to piss everyone off in the chain of command down to E-5, but in particular the Platoon and Company NCO leadership, as well as all of the Platoon Leaders. Anyway, the CO flamed all the Platoon Leaders, Our Senior Rater was the BN XO. His narration was that I had an outstanding performance under difficult circumstances. I know that at least three of the Company's senior NCO, my Platoon Sergeant, the Operations Sergeant and the First Sergeant took their issues to the SGM (my PSG actually asked to jump the chain of command). The CO was relieved within 30 days.
