Terrorism involves motive. It was indeed an act that terrorized, however it's not deemed terrorism.

Precisely! What was the purpose of this horrendous attack? What goal was there as a result? Unless something comes up from the investigation reflecting something different, it was a nut case that should have been identified long ago.
